It is through Free Lighting Corp. and they get paid by how much ‘work’ is completed in each home that they visit and the program is actually mandated by Texas Legislature and the Utility Commission.
Free Lighting Corp. comes out to the house and performs a Blower Door and other Efficiency testing to see how your home stacks up. They then proceed to Weather Strip your doors, caulk windows inside and out, seal up those ‘airy’ places where you lose A/C and Heat… IF there is an Income Requirement met they can even blow Loose Fill insulation in to the attic up to R-30, give you a hot water heater blanket, install Low Flow water fixtures, etc.
There are some restrictions such as the home can not be Energy Star rated and you have to call and make sure that they service your area (extreme suburbs may not be in their service area) but other than that; You can make a Million a month, own 50 Rental Homes, etc. and these guys will come out for FREE. To stay up with demand Free Lighting services by zip code. So you call, get your name on the list, and then they call to schedule a time when they will be in your area.
